Uptime methodology review
Reviewed how platform uptime was calculated and proposed a method that measures availability the way users experience it.

Context
The reported external uptime for the main citizen web platform did not match what users were experiencing.
What I did
- Recalculated uptime on a full month of production data.
- Compared the existing and proposed methods side by side on the same data, and documented where and why they diverge.
Result
Proof of concept delivered: on one month of data, the proposed method gave an availability figure much closer to what users experienced. The method is under review.
Next steps
Apply the method to the remaining platforms.
