I keep critical systems online, secure and well understood.
Network Operations Engineer and TechOps Risk Champion at Irembo · MS in IT (cybersecurity and networking), Carnegie Mellon University Africa
I work where operations, security and data meet. At Irembo I run alerting and SLOs, monitoring and incident analysis for the platforms behind Rwanda's e-government services, used by millions of citizens. I also turn what systems show into dashboards, audits and reports people can act on, and I'm building ARIA, a self-hosted system that identifies which service caused an outage.
I'm a Network Operations Engineer and TechOps Risk Champion at Irembo, the platform behind Rwanda's e-government services. I monitor and maintain the availability of production platforms, run alerting and SLOs across five of them, and lead incident management, including incidents caused by external partners.

Projects and case studies.
Every project opens a full case study: the context, what I did, the decisions I made and the result.
Alerting and SLOs for five national platforms
Alert policies, SLOs and error budgets for five production platforms: web, USSD, payments, integration hub and AI API.
Partner outage impact attribution
When an external partner fails, responders now see exactly which citizen services are affected and by how much, in one view.
ICT risk assessment at Irembo
Assessing ICT operations against ISO 27001 and NIST, and turning the gaps into corrective action plans.
ARIA: automated root-cause analysis for incidents
A self-hosted AIOps platform that correlates metrics, logs and traces to identify which service caused an incident and shorten time to resolution, with no telemetry leaving the country.
Zero trust identity and access for Husk Power
Designed and implemented a zero trust identity and access setup for Husk Power's operations in India and Nigeria.
Uptime methodology review
Reviewed how platform uptime was calculated and proposed a method that measures availability the way users experience it.
Product analytics tracking audit
Tested event tracking across six SaaS products in production to find where analytics events were lost and why.
Playwright regression suite
An automated test suite for six products, where known bugs are written as expected failures so the team finds out as soon as one is fixed.
Operation Green: platform readiness
Led a two-phase readiness initiative across three national platforms: web, USSD and payments.
Ortho-Promed CBC website
Website and content management for an orthopedic social enterprise, with secure sign-in and properly authenticated email.
Music distribution platform for East Africa
Business case and architecture for a service that puts independent East African artists on streaming platforms and pays them through mobile money.
Savings group (ikimina) app
A mobile app to help Rwandan savings groups track contributions and payouts transparently.

Many dashboards turn red at once. ARIA correlates metrics, logs and traces to rank the service that actually failed.

The fix becomes an alert, a documented procedure or readiness work like Operation Green, so it is the way things are done next time.

Hi, I'm Pacifique.
I started in IT in January 2020 as a volunteer at Ruhengeri Referral Hospital, moved into writing production software at BScholarz, and went on to lead Rhythm Box Associations as CEO and lead developer. Today I work in production operations at Irembo, where the platforms behind Rwanda's e-government services depend on monitoring, alerting and fast, clear incident analysis. In 2026 I finished an MS in IT at Carnegie Mellon University Africa, focused on cybersecurity and networking.
My focus is where security, reliability and reporting meet: finding what is wrong, proving it, and leaving behind an alert, a dashboard or a test so it's easier next time.

Roles I fit
What you can expect
- Production experience on national-scale platforms, not only lab work
- Operations, security and reporting in one person: monitoring, incident analysis, risk assessment and the write-up that follows
- Clear written communication: incident reports, risk recommendations and executive summaries for technical and non-technical readers
- Builds what is missing, from regression suites to a root-cause analysis system, and says plainly where a result is uncertain

ARIA feasibility shown in simulation
Simulations of the diagnosis pipeline show the approach is feasible. Accuracy validation and operator dashboards come next.
Delivered production tracking audit and regression suite
A tracking audit across six products with 17 root-cause issues, a data-loss analysis and a 38-test Playwright regression suite.
Partner outage impact attribution released to production
Responders can now see every citizen service affected by a partner outage in one dashboard.
Zero trust identity and access implementation delivered
Azure Active Directory with MFA, conditional access and role-based access control, documented for audit.
What I work on.
Each area links to a project where you can see it in practice.
Observability and SRE
Alerting, SLOs and error budgets, NRQL dashboards and self-hosted OpenTelemetry pipelines.
Network operations and incident response
Availability of national-scale services, incident detection to root cause, log investigation across partner integrations, and incident communications. Master's focus on cybersecurity and networking.
Identity and access management
Cloud identity and zero trust: Azure Active Directory, MFA, conditional access, role-based access, network segmentation and Key Vault.
Security, governance and compliance
ICT risk assessment against ISO 27001 and NIST as TechOps Risk Champion, corrective action plans and audit-ready documentation. Preparing for the CISA.
Analysis and reporting
Requirements for dashboards and tickets, process and metric reviews, executive summaries, and reconciling data from several sources. For example: the partner impact view, the uptime methodology review, and a 65-surface tracking audit reduced to 17 root causes.
Software engineering
Python services, TypeScript web applications, Playwright test suites and Linux administration. Previously CEO and lead developer at Rhythm Box Associations.
Quality engineering
Production audits, automated regression testing and structured root-cause reporting.

- Run alerting, SLOs and error budgets across five platforms; keep peak-period alerting working and send weekly performance reports internally and to external partners.
- Detect, triage and analyse incidents, including external-partner failures, and write incident communications for management and stakeholders.
- Led the design of partner outage impact attribution: every partner call is tied to the citizen service that made it, and one view shows every service a partner outage affects. Now in production.
- Contributed to a proof of concept for a more accurate uptime calculation, based on what users actually experience.
- As TechOps Risk Champion, assess ICT operations against ISO 27001 and NIST and recommend corrective action plans.
